Platform-specific Link Checker API

This module is based on the [[Link Checker Transformation>>Extension.Link Checker Transformation]] which offers a Java and Scripting API to get the states of all external links found in the wiki. This module adds the ability to refresh the Link State cache by clearing the cache of external links found in any page that is being saved. This allows users to fix broken links and have the Link State cache display up-to-date data. In addition there's a [[Link Checker Application>>Extension.Link Checker Application]] which displays the statuses of all external links in the wiki.
